Green Algae

I seem to get excessive amounts of green algae all over my cc base, and my rocks in my tank. If I remove all the algae, it usually returns in 2 or 3 days. It looks like a coat of green slime all over everything. Anyone have any suggestions?

All my water levels seem to be fine. I even cut down on feeding. I dont know what could be causing this. My tank has been up and running for about 4 months now, and it has always done this.

I've never checked for phosphates, I dont have a phosphate kit. I check for ammonia, nitrites, nitrates, and ph on a regular basis. I do use water right out of my tap, but I use NovAqua water conditioner and this is suppose to take care of all that "unwanted stuff" in the water. I do have a window at an angle about 25 feet from the tank that receives sunlight in the morning hours. Could this be whats causing the algae to bloom so quickly, the sunlight?
