My corals then began to open up again and here I am two weeks later all the Green algae is back phosphates are through the roof and Corals are closed and dying. What do I do

Every time you scrub your rocks, you are killing the bacteria living on them which stabilize and complete the nitration process thus putting you back to step 1 and leaving you with basically dead rock and the beginning of a new cycle. I think we're all better off letting nature take it course and give the tank enough time to take care of itself. The phosphates are either leaching from the kind of rock you have in your tank, the type of water you are using or the brand of salt mix you have chosen. You just have to figure out which one is causing this problem by process of elimination.

More info on the tank.....
How old?
Water source?
readings?
have you double checked with the LFS on readings?
IMO, I wouldn't add anything to try and fight a problem, but find where/how it is getting into the system.
List everything about your tank: tank size, parameters, inhabitants, equipment, age, water source etc.
