Hey,
Those are bubble algae and can spread if you're not careful. If you pop them they'll spread little spores all over your tank and grow more. (I've seen them at a lfs bigger than golf balls!)
Anyway, the only things that I know of that eat them are emerald crabs and Red Sea Sailfin Tangs. Your tank is too small for the tang and if your get emerald crabs, get small ones!
As far as the hair algae goes, it's another pest algae. You may need a larger clean-up crew. Also, lights may be on too long.
