Green spotted puffer in a rimless tank

Time for an upgrade for my fish. If I keep a single green spotted puffer in a rimless tank am I asking for trouble? Meaning, I would hate to see my fish lying on the floor because he jumped.

In general do folks with rimless tanks fill their tanks up to the top or leave an inch or two of space?

Second, what shape tank would you recommend. I found a good deal on two (roughly 30 gallon) tanks. One is tall and the other is long but quite short:) I can get a good deal if I stick to a few already-made remainder custom tanks.

Third, on occasion I see a tank this size with an overflow. Is that even a good idea at this size??
