half ballast broken

Hey Gang,
I have two VHO ligt bulbs in my tank and only one is working. I tested the bulbs by switching the bulbs and sockets, but still only one socket is working regaurdless which bulb i used. The question i have is: Is it possible to have half of ballast working? I check all the wiring and everything is intact. The ballast is just a standard vho 1.6 amp ballast. It was working find for the past few months.... any idea?

Sounds to me like you are right,the ballast is bad. Did you look really close at all the wires,One may be broken inside the insulated coating.Look for weak spots when you gently bend them. Also look again at all the connections.If you can recut,and strip all these conections.
