how high above the water do halides have to be? I just picked up a retro 250w hamilton but my canopy is only about 6-8" high.

The bulbs should be about 6-8" above the water so that they don't get splashed.

i definitely don't have that much room... can i put a piece of acryllic over the tank? there will still be open space just not directly under the light

I put my halides 12" to 18" above the water. For heat reasons and I don't want to give my corals a sunburn.

my rock doesn't go all the way to the top of my tank so coral bleaching shouldn't be a problem I wouldn't think.

Agreed, especially if the lamps aren't shielded by a piece of glass - like in a retro.
The envelope of the lamp can easily get so hot that water splashing on them can cause it to shatter. Not worth the risk IMO.
