Has my cycle completed?

2 weeks ago I started my tank with 20 lbs of LR and 60 lbs of dry rock. I also added 30 lbs of LS from an established tank and 100 lbs of dry sand. My initial readings were the following.
Ammonia - .75 ppm
Nitrite - .15 ppm
During my cycle the highest the ammonia was only .75ppm. The highest nitrite went was 1ppm.
On Saturday I added more LR and the ammonia went up to .75ppm and nitrite went up to .25ppm.
Today here are my numbers.
nitrite 0ppm
ammonia 0ppm
nitrate 2.5ppm
pH 8.4 ppm
Is it safe to say that my cycle has completed and I can do a water change and add a CUC? Are higher ammonia and nitrite #'s better in the long run?

the numbers sounds like the cycle is over. but the a true cycle process tanks 2 to 3 months to make sure everything is where is should be. time is the key when it comes to this.

Yea, I was thinking that my cycle would take at least a month but not sure why it is shorter? Maybe because of the LR and LS that I added??? Is it ok to add a CUC or should I wait longer? Also how much of a water change should I do once my cycle is over?
As I add life I will see mini cycles correct?

water change is 10% of the water in your tank. ex a 60gal u would change 6gal. slowlyy add your choice of animals i add one a month until i got what i want. and i use the rule of 1in of fish per gal of water. but it is the max that fis will get ex a false clown can get up to 3in long so even if u get a small one at 1in u would average 3gal for that fish.
