heater controller...what's good?

Hello,
I have a 28 gallon nano with 150 w hallide lighting.
I have a chiller that keeps the water cool during the day while the lights are on. I would like to add a digital heater controller so that I can more closely specify the temperature on the heater. I have had problems in the past with heaters getting to hot, or not heating enough.
I have been doing a little research.
What would you suggest?
JBJ Truetemp seems to have decent ratings but is a little pricey ~$100
Finnex has some controllers but look like they are for heaters 300+ watts. (I only need about 100w - 150w).
--Do you know if this one will work with a 100 watt heater?

Some of the other models I researched did not have safety shut off, which after reading some of the reviews caused big problems if they malfunction...
Any suggestions? I will get the truetemp if it is worth it. Just want something that works well and is safe.
