Heaters in sump

I put the heater for my tank in my sump since it looks better. The temp setpoint hasn't changed but it seems the water temp seems low. Is it possible to have to much flow by it? I really don't want to put it back in my tank. The heater is warm to the touch so I know it's working. I've got a larger wattage heater I can use but it seems strange that the heater won't maintain temp all of a sudden.

A system with the heater in the sump will usually require a bit more wattage to do the same job as the heater in the display tank.
If the heater was barely large enough before, it'll be undersized in the sump.
