HELP FAST!

i thought my butterfly had ich(there where spots on the fins) but it isnt spreading to the body and only stays on the fins,the fins are cloudy, he doesnt scratch,he swims irric sometimes,he is eating,fins are raggy,and eyes are bright. I have a cleaner shrimp that doesnt seem to help this problem. The butterfly was bullied by my koran at introduction, but I put a separator in the tank. I have set up a 10g hospital tank. What med should I use? hyposalinity?copper?fungus med? antibiotic?

Move him to the hospital tank.
Give more details about what the spot[strike] look like.
Greyish-white?
Cotton-like tuffs?
Size?
Does the fish have any red streakes or red splotches in the fin or tail areas?
Don't treat until we can get a clearer diagnosis.[/strike]

they arnt really spots, but large cloudy blotches of the fins with ich like spots on too, but I hasnt spread to body at all or to other fish.
