HELP is this a type of hydroid?

Since these photos were taken of my dwarf seahorse tank, I am really hoping that someone can give me a positive id!

Oh good! The things in questions are the like little spider-webby coverings at the 1. bottom of the macroalgae near the snail and 2. at the base of the rock covering the piece of macro.
I was/am worried that it might be some type of colony. I've searched images of hydroids but haven't seen anything like this. Frankly, I just haven't seen anything like this before, I guess that is why I was worried.

Just a guess here, but I'm thinking it is a type of snail (I forgot the name but you can look in the archieves for hitchhikers). They basically make a thin tube that they live in and send out this spider web stuff to collect food.
You can see if this spider web stuff can be sucked out and also look for thiny little tubes sticking out of rock, sand, or anywhere actually.
P.S. I just looked up the name that I was thinking. It may be a vermitid snail. In the first picture it looks like there might be one behind all the spiderweb stuff, on a rock. Basically just a hollow tube. Maybe this will help
