I just got a new sebae anemone today. Well...at first, he expelled some brown solid sort of substance from his mouth. Now, after we turned off the lights he won't stay attached. His foot (I don't know if that's what you call it) is in the air. He's upside down and he won't stay right side up. What could he be doing???? Is he okay?? He was attached all day and now he has his foot in the air with his tentacles on the ground....is he dying??

From what I know about anemones, this doesn't sound good unfortunately. Sounds like the anemone expelled it's zooxanthelae which is algae that live in the anemone that helps them process food. This is why they need exceptional lighting. Sounds to me that you didn't get a healthly specimen from your lfs.
Try to prop it in an upward position where it will get lots of light. Give it a day and see if it will take small a small shrimp or silverside.
If you have good water and good lighting, you may be able to save it.
