Help no instructions on protein skimmer

Thank you ahead of time on any help. I bought a bestchoice sky731 online and it has no instructions. Right now all its doing is moving water. tried the valve and all kinds of other things but no bubbles no vortex? I am new at this so Help please.

Any pics of the skimmer? Any bubbles in the skimmer body?

Its the one thats sold on Amazon.com.This is everything we have done:hooked hose to power head leaks at fittings when you do this try air pump but it would have to be a big air pump real big can not make the swirling action if water goes to high then leaks out this air hose or water hose im not sure what hose is for air or water from power head its air hose size no instructions with this thing not to helpfull with out pictures sorry there is one on you tube running but does not show how its hooked up

Pics would indeed help, however, if the skimmer is an "in-sump" model, some of them are really picky when it comes to water depth in the sump...try raising it up a bit and see if that helps.
