Help!! Powder Brown having issues

I have a powder brown for about 4 months. He has been eating well, swimming well, all around healthy fish until last weekend. He suddenly developed like a bubble over his one eye. Now the bubble seems to have shrunk to half but he seems to have white fuzzy spots on his body & fins. Is this ICH? None of my other fish (clowns, blue tang, yellow tang, chromis, shrimp, blenny) are showing anything.

Can you post up your water parameters (pH, salinity, ammonia, nitrate, nitrite)? Also, what size tank do you have and what system do you have set up, like reef tank, or fish-only with live rock. And, what are you feeding this fish?

If you can post a good quality picture of the fish that would help.
