Help Setting Up 30 Gallon

I have a thirty gallon aquarium set up. I've had it for three weeks. I have good lighting, filtration, and temperature control. I have two damsels in it to cycle. I have no liverock.
Here's my question:
I keep getting low NH3 and NH4 readings (less than .25 PPM). However, my nitrite levels are elevated (8-9 PPM) and aren't going down. Is this normal? It's been three weeks, and they don't appear to have decreased at all in the past week.
Also, how much liverock should I add?

Cycling with fish is cruel...dead shrimp or any food would have sufficed.The fish are being tormented and their gills burned.
Sorry to sound harsh.
I would recommend at least 40-50 Lbs of LR.

I have 60 lbs of L/R and 30 lbs LS in my 30 gallon......I also have a CPR HOB Refugium (the medium size)......You can order 45lbs of LR off this site for $200. I know it's expensive but it will make all the difference in the world.
