Help Sick Clarkii part two

This is my second post on this subject, I felt it necessary to revise it, because the symptoms have changes and I can’t find any info on what ever the clarkii has.
The setup: 7 gal bow front, 5 lbs LR, 2” LS, 7 snails, 2 red legged hermits, 1 emerald crab, Prizm protein skimmer, PC lighting. Some plants as well.
The water: Temp 78°, Phosphates <0.1, Ammonia 0, Nitrite 0, Nitrate 0, PH 8.3, Alk 2.2, Calcium 400 Specific Gravity 1.024, Dosing Kalk + Liquid Calcium, Oxygen 6, Water changes one gal once a week. Add Kent Essential Elements at water change.
Time frame: Tank up for 6 months, Clarkii in for 3 months, 2 gal water change done the week Clarkii first showed signs of heavy respiration (11-21). For the past 2 weeks he has been blotted and has heavy respiration. In total the symptoms have been going on for 3 weeks. NO signs of white salt size spots, NO sign of white dust size spots. The Clarkii is feeding well and is alert.
Feed: flack and VHP
Symptoms: Blotted, Heavy respiration, Body ban has a slight tan to brown color, Eating well, swims well. Third week of symptoms, No signs of any size white spots.
My questions are:
What Does this Clarkii have?
Will a hypo salinity treatment help or hurt?
Will a copper treatment help or hurt?
Are there any other treatments anyone can recommend?

No scatching, lots of leaning on rocks, as for twitching, It does make sudden movements at times. You mention a good antibiotic, any of the following fall into that catagorie. Kanacyn, Spectrogram, Furacyn, Nitrofura-G, Tetracycline, Penicillin.
Terry B, thanks for the advice, the hypo tank will be up and running by this weekend. If the LFS has formalin, the dipping will begin.
