help with anenome

long story short i have a anemone moved off the rocks started looking terrible getting white moved towards filter current comign back into tank been there for months stopped eating and got wore lookign every day finally decided to move him back to the rocks. his tenticalsl started coming back out he i sno were close to as big as he used to be real tiny now some times he will look like a bulb with his tenticals comign out then the next hes laying down lookign liek he was to di i tryed feeding him today and yesterday no tsure if hes eating its my sisters tank she went off to college and never did a thing to the tank i was goign to tear it down and convert it into another freshwater guppy or angel tank then decided not too. i been using a cooking baster and squueing cut up small pieces of scallops feeding him i know they have sticky tentacles after watching a short video on youtube of how to feedthem adn they slowly work it towards middle of buddy and eat it. its been about 3 days since the move back to the rocks thought he would have been better by now. just checked on him and now he has very tiny tenticals stickign up maybe 1cm if that look like very tiny nubs. is there something i need to do for him?
onto light. i heard they need a lot of light. my next question is th elight there now is a stock light think maybe 20 watts or so.
i used to have my freshwater tank planted heavily then recently stopped between the work and goign away constantly. i had a reel nice high end light was expensive im not sure if that light will do or if i need one of those blue/purple lights you see in reef tanks.

catalina custom think there out of texas
t5 high output with 4 bulbs x2 10k x2 7.5 k believe it is i know the 2 are 10k's. with 2 switches so you can have all lights on or just the 10ks or the 7.5k's. will this work if i can get away with using an old light that still works good i still have it hooked up to my freshwater tank but have a spare light and hood as well. if i can save $300-$500 on a light and use this one that would be great! hope i can get some help. fish in tank are doing good and i know the conditions are good,

Yes, they require high lighting conditions. Reef lighting would be best - and not just the bare minimum either. They don't just have to have food to survive - but proper water conditions.
If the anemone is shriveled and bleached, there isn't much you can do for it but hope it survives. You could increase the amount of light and do some water changes and keep trying to feed it. Keep your temperature and salinity pretty stable.
How big of a tank is this and are you testing the water conditions?
