Help with Chiller cleaning

I am completely cleaning my horse tank and need to clean the chiller. It hasn't been chilling as good as it should. (may just be too hot in the house) but I want to clean it good. Is there a way that is best, for just just some vinegar or bleach water thru it?
I also run this thru a canister filter, and an thinking of changing to just a maxijet pump. Which is better??

I'd either set up a pumping setup or just fill the heat exchanger - depending on the pipe configuration - with pure vinegar and let it sit overnight. CLR is my weapon of choice in my war on calcium, but obviously you need to make for dang sure you get every bit cleaned out.
If it's not chilling as well, it's either a mechanical defect, a flow or plumbing problem, or calcium deposits on the coils.
