You need to run the filter so it becomes inoculated with the bacteria that breakdown ammonia. If want to run the lights go ahead, as far as I am concerned get the alge bloom out of the way now before you but animals in your tank. You do not need to run a skimmer though. Alot of people will tell you to keep the lights off, but I have done it both ways and no difference in the end result.

Definitely run the filters. If there is nice microfauna on your rock, sure run the lights for an abbreviated photoperiod. If your rocks are pretty white, no need... just leave them off.

Just out of curiosity how would you know that the person answering your thread has the definitive answer. IMO questions relating to basic information are best answered by reading treads pined in the new hobbyist section

The filter isn't really necessary but a lot of water circulation is. Most new hobbiests are appalled at the required amount of circulation. If you think you have just enough then you probably need more.
Running the l;ights has a lot of advantages but one disadvantage. Photosynthetic organisms will appreciate the light but the added nutrients of a cycling tank will usually result in a lot of nusiance algae.
Personally, I run all the equipment when cycling a tank, especially if there's live rock involved.
Please also take Joe's comments to heart. Searching can provide dozens of opinions. Chose the ones that make the most sense to you.
