On saturday october 20th i purchased a banded goby, really cool fish. When I put him in the tank he was very sluggish, which is normal from what i've seen for new arrivals. The problem is now he doesnt look well at all. He swims in circles and flails around and usually ends up on the bottom of the tank upside down. Breathing seems slow if not normal. I can't figure out what is wrong.

45lbs live rock
2-2.5" live sand bed
2 filters on the back
protein skimmer
1 2-3" purple tang (1yr)
1 2-2.5" perc. clown (2.5yrs)
1 2-3" koran angel (4mos.)
1 coral banded shrimp (6mos.)
1 med. chocolate chipstar (6mos.)
2 bumble bee snails (5mos.)
1 condylactis anenome (8mos.)

Nitrate: 0
Nitrite: 0

Temp: 79 degrees
SG: 1.025
Tanks been running about 2.5 years.
