help with halides

i have 2 250watt metal halide tar ballasts and i got them used and they have worked fine i just got 2 new 6500k iwasakis and 1 is brighter than the other is this normal
i just orderd 2 icecap 250 metal halide ballasts will these make the lights brighter than the other tar ballasts

Are the tar ballasts the same make? Maybe one is not working correctly or is it possible that one of the lights was used? Ice Cap says that there ballast do make the lights brighter however I have no experince with them. I use Blueline e ballast and like them a lot. The Ice caps will however not get nearly as hot as the tar ballast and are supposed to make the bulbs last longer. Do you have any actinics? I use Iwasakis (400 watt) and they are a bit yellow without the actinics.

i run 2 vho's blue it looks good
but both mh bulbs were new but maybe one of the ballast's is weak or to old

I run 2 also and it takes a lot of the yellow out but its still not a white light.
