They do not overflow if your system is setup properly. You must have enough room in your sump or filter system to allow for the water to stop siphoning when the power cuts off. It is very simple to setup and control.

In my humble opinion, I would try to not use external overflows if you can get away with it. Find someone that is good with PVC, and you will not be sorry.
