Ok i have a saltwater tank its a 75 gallon that i just started up and it has some live rock in it and 6 damsels. it is not going to be a reed tank. i see some tanks at petstores that have a bucket under them and they have water going into that bucket and some water shooting into the tank at the same time i think. What is the purpose of this? and do i need it?

this is probably a sump and not required, all that does is give you more capacity(h2o), and more room for play in your water levels, the extra water is more room for bacteria and less difficult to over do a treatment with
they may have other benefits which i don't know for sure, since I do not use one
If it has algae and or sand, it could be a refugium, again not required, but does help with nutrient export, thus helping with the nitrates
