Help!!!!

Ok--The whole purpose of waiting to put fish in a new tank is so you can stabilize ammonia, nitrites, and trates--So with this in mind why would you put in new water once a month which is high in ammonia and other things--After you just stabilized everything?? I need help!!!!!!!!

What kind of water are you adding "with high ammonia and other things"? Tap water may contain trace ammounts of ammonia, but if you use distilled water or RO water, it will be vertually ammonia free.

the ammonia and nitrites an dnitrates generally spike, b/c of cycling the tank, not the water
so once complete, it should not do so again, without someother reason. Not because of water changes, teh water changes,if anything should lower them(post cycle) and help to keep them in check
