I have seen things like this not in a tank but on the beach in Massachusetts. They were little bug like things that would flash, kinda like a lightining bug. Could be the same type of thing.

it could just be phosphorus. in my back yard we have bunches of phosphurus and at night the ground has a faint glow ...like little flashes.
phosphurus is found in pretty much everything, and when it reacts with oxegen, it gives off a glow. maybe some tiny oxegen bubbles in your tank react with it....i dunno just a guess.
heres a link anyway:

btw: how are your phosphate levels?
then again maybe im totally off base...just my 2 cents

the miniature brittle stars that are solid white and live in sandbeds are bioluminescent as well, so you could be witnessing your population of these guys glowing!
good luck

some polychaetes (bristleworms and feather dusters) use bioluminescence (spelling?) as a mate attraction device. Just thought I would add one more possibility. :)
