I think you have too many sand dwellers and that will cause fights. I have a 60g and my shrimp and his goby cruise pretty much the whole tank. I would also caution on the mandrin, I don't think they should be in a tank that small IMO. I would try to keep the families of fish you choose relatively seperate.
Here is an example:
1- wrasse
1- shrimpgoby
2 - firefish (they like pairs)
couple - PJ's or Bangii's
chromis

these fish are going to terrorize all the other simular shaped gobies, dragonets, dartfish and jawfish in the tank as well as each other in such quarters: starry blenny, midas blenny, onange spotted lawnmower blenny
these fish are going to jump or die hiding, starving or trying to jump in the presence of the above fish in a 70g: yellow watchman gobie, randall's shrimp gobie, pearly jawfish, firefish
this fish is going to starve and get harrased: green manderin dragonet
even if they would all coexist 13 fish is far too many fish for a 70g. you'd need hundreds of gallons to make all those fish coexist even remotely peacefully

I personally dont think 13 fish in a 70 is to many, though i think the fish you picked are too similar. You wouldnt want to share a cubicle with someone who does the exact same job talking over you all the time right?? neither do your fish. You could do a goby or 2, a blennie or 2 and a few other open swimmers like the PJ or Bangaii, firefish, maybe a small less agressive angel, maybe a smaller anthias, pseudochromis,,,, the list is endless, just dont pick to many that do the same job
