HLLE Problems

I've had a powder blue tang for about 2 months now and I fear he has HLLE. It looks as if his lip line is receding and his teeth are exposed. Also the lateral line has become more apparent. He has had problems with Ich in the past and I'm just starting to get his health back. What can I do to stop the HLLE if that is what he has? Lately I have been trying to feed him nutritious foods like carrots, broccoli, spinach, marine supreme and even a gelatin smorgassborg that I put together but he still is reluctant to eat. All I can get him to eat is seaweed selects and brine shrimp. I need help! It sucks to see a fish deteriorating due to bad diet.
My tank conditions are pretty good. Ammonia and nitrites and ntrates are at 0. pH is 8.6

Does your tank conditions provide for grazing opportunities for the tang? It is essential for tang good health that they are provided with the opportunity to graze just about every waking moment---thus the need for LR.
Seaweed Selects tends to dissolve and scatter shortly after being introduced to the tank, thus, if you do not have LR, you may need to lettuce clip something that will not disintegrate in water--leafy green parts of romaine lettuce or you could try spinach leafs. Zoe and Zoecon are good nutritional supplements to add to food. For HLLE, you need to always have a grounding probe in tank.
Give the tang time to heal. After ick, it will take a bit for him to recuperate.
