HOB filters

I want to know if a Penguin Bio wheel 200 is a good enough filter for a 40 gallon FOWLR tank? I also have a Rio 600 and a Rio 90 in there as well. I am thinking of upgrading more to a reef but I might need a protien simmer and more fiilteration?

You should probably have a protein skimmer if you can put it on, even now. IMO, HOB filters aren't necessary if you have enough live rock and flow (at least 15x or more), whether it's a reef or FO/FOWLR setup. If you really want to run a HOB filter, what you've listed should be ok and might help keep the water somewhat clearer.
