I am wanting some kind of top for my tank to make sure none of my fish decide to go "carpet surfing" fairly simple and cheap.

go to your local home improvement store and invest in egg crate.
basically it's plastic that makes little squares and you can cover the top of your tank with it and no fish can jump through it. it's cheap to about 12 or 13 bucks for a sheet i think.

That is the best option to keep jumpers in and air circulation and heat in check.
