Hosp tank ?

Ok, I currently have a 10 gal tank to be used as a qt/hosp tank. I have a heater and a powerhead along with a couple dead rocks. I am probably at the point where it will be more of a hospital tank instead of a qt tank for new fish, not that I am expecting or have any problems with my current fish stock.
Questions: 1) Do I need to get a small filter of some sort? If so, what do you recommend?
2) I have heard that people keeping a tank running 24/7. What maintenance is needed to do this? Do you keep any fish in there to keep the bacteria going? If there are fish, do you keep them in there when treating another fish (for say ich or whatever)? If not, how do you get them back in there after treatment out of the main tank? Oh yeah, what type of fish do you use in this tank?

i really don't think there is any need to run a q tank 24-7,when you need it take water from the main tank along with filter material from the main tank and and run a filter with that material in it.treat,when done clean it out and put it away.
