Hospital Tank II

Sorry, let's try this again.
I have a lion that seems to have cloudy eyes, maybe even pop eye and I want to quarantine him.
I have a 20 gallon tank (lion is an antennatae so he's small -6-7 inches-), but also have a few questions:
1. Should I put LR or LS in it?
2. If so, should I let the tank cycle?
3. If I let the tank cycle, isn't this useless? After all, if I treat the water, I'm just going to have to throw it out.
4. Can I take water from my current 75 gallon tank and use that as half of the water, then fill up the rest of the way with RO H20 adjusted to properly salinity? Wouldn't this mean I can put him in there quicker than waiting a few days?
5. How at risk are my other fish? They all seem fine.
6. Anyone know why I would have been receiving a banned message when I tried to post earlier? I kept getting a message stating that I was banned from the Bulletin Board even though I never received any notification nor have I done anything deserving of a ban. Obviously the problem has been corrected since I'm posting now :) .

I recently set up my 10 gal hospital tank a few days ago to treat a bad case of ick. I mixed a fresh batch of saltwater with no rock or sand at all, just a bare tank. I have one small powerhead and a small filter (floss only) for circulating the water. I threw my two guys in there right away, ph and salinity were a perfect match with my tank. Someone is going to say I should acclimate them but so far they're happily swimming around with no ick at all.
