Hospital Tank?

I plan on setting up a hospital/quarantine tank. I am thinking of basic 10-20 gallon tank. Hood with light. PVC pipes for cover. Hang on power filter.
Can I just run the power filter on my main tank to keep it "loaded" with needed bacteria until I need to use it?
When I need to use this tank can I just fill it with water from my main tank, or at least a 50/50 mix main tank water and new water, and then move the "loaded" filter over to the hospital/quarintine tank?
Any advice is appreciated.

What are small penguin HOT filters??
Is it okay to just have some sponge filters in the sump of the main tank ready to move to a hospital tank if needed?
