Yes you'll need a filter. However lights I would say no. I dont even turn on the lights that came with my 20. Lights shining on a sick fish all the time could possibly stress it more. All I have in mine is heater, filter and a few fake plants for him to hid in. I dont even have substrate. Just painted the bottom of the tank on the outside so they cant see themselves.
