How can i get rid of phosphate?

My tap water must have way too much phosphate in it because i'm starting to get cynobacteria all over my tank again. Does anyone do anything special to their water before you add it to the tank? What do you use and how much is it? I just keep using phosguard to get rid of the phosphate. any help would be appreciated!

Hey kb,
I used a phosphate sponge to remove the excess that was in the tank. I then bought a tap water purifier from ThatPetPlace.Com for about 28 bucks plus shipping. I have not had cyno since the last time.
