How do I quarantine a hawk fish, so others can play?

So I need to get a heavy duty sand sifter after our last little worker died several months ago. Problem that I'm running into is that any sand sifting gobies that I put in get attacked by our hawkfish. Eventually, they hide under the live rock and starve to death.
What is the best way to introduce a new fish that can help clean the sand and keep him alive...
- Add multiple fish to where he can't pick on everyone
- Buy some "bubble"/quarantine for him to keep him in one area of the tank without access to pick on the newbies?
We have a good size tank with plenty of room for more fish, but my little bully isn't allowing it.
I'm a novice at best, so any help would be appreciated.

hawkfish dont like bottom dwelling fish or new additions. there is no way to introduce them successfully with the hawkfish still in there. You need to either buy one significantly bigger than the hawkfish (as in intimidating size ie: full size yellowhead sleeper goby) or take the hawk out. you can try to reintroduce the hawk after several days (and rearranging the rocks will help further) but there is a good chance the hawk will go back to its tactics.
