How do I treat ICK?

Hello,
I have a 80 gallon tank.
Lot's of live rock, corals, inverts.
Two clowns. Mandarine Goby. Scopas tang. PJ cardinal. Diamond goby. three Chromis. cleaner shrimp,
I just lost a baby powder blue tang. He looked like he was doing great for about a month. Then today when i got home from work, he was dead on the bottom. It looked like he had been dead for a few hours. My emerald crab had already gotten his eyes. But now, I just noticed that the surface of the water is sprinkled with these little light colored flakes. Lots of them. They look like tiny snow flakes. They're not pure white, more like gray. I did loose two of the three diamond gobys about a week ago. I couldn't find them though, so i pretty much assumed that my army of hermit crabs and two emerald crabs had devoured them. Is there a possibility that these flakes are fish scales.
I don't have a protein skimmer, but i do have two fluval 403 filters running, but nothing for surface skimming.
What's the best and cheapest treatment if it is ICK? does this sound like ICK? I jsut did a pretty long examination of the fish and after looking at some pics online of infected fish with Ick, my survivors have pretty clear skin. what should i do?

What is your water readings?

Ich cannot be seen unless it is feeding off of a fish. You cannot see it in the water. Do any of your fish actually have spots? Please post your readings for ammonia, nitrite, nitrate, ph, kh, cal, and temp.
 
Ok. So these spots floating at the surface are most likely not what i though?, i can rule out the posibility of ICk?
I'll do parameter tests right now and post them in a few moments

That is not ich floating on the top, no.

Your water quality is fine. Can you point a power head at the surface? This will move the stuff so that your filter can pick it up.
