Without looking at what you made, to adjust the air, you want to use an air valve. To adjust the water you should use a ball valve.
Thats about all I can tell you w/o knowing what type of skimmer it is.

that looks like an airstone driven design. You should replace them ~every month. You want as much air as possible, and water flow should be ~500 gph, depending on your tank, and how big you made this skimmer.
