Hook up meaning wiring or hook up meaning attaching the ballast to something?
There are some wiring diagrams at http://www.icecapinc.com for wiring Icecap ballasts. They don't look any different than any others that I've seen.

Ballasts that you purchase should have wiring diagrams on them. If i'm not mistaken, for them to have UL listing that is a requirement. Some vendors also include a wiring diagram paperwork with even more explaination. It depends on the ballast itself - if it's a 1 bulb, 2 bulb, etc on how it is hooked up.
