/I currently have, blue hippo, niger trigger, yellow tang, sfe, and a spotted grouper in a 150. I would like to add an emporer angel and a puffer. Would that be to much? All fish currently 3-5 inches.

4 ft or 6 ft tank?
IMO you're pretty well stocked as is. Consider the fishes adult size and the tank will not look near as large. Personally, I wouldn't add anything else.

i thought spotted groupers got real huge like 27" when full grown. spotted and panther groupers are the same i think.

I hope you have a oversized filter and skimmer. Between the trigger and the grouper alone they are extremely messy fish. Don't add anything else. The tangs can get messy when eating nori as well, and they poop a lot! (at least mine do)

Armstrong...Another way to go to be able to increase your bioload is to increase your water volume with a large sump/refugium with an additional skimmer if you have the space and dollars to support it. There are many good threads about this and melevsreef.com has a step by step explanation of how to build/plumb one.

My tank is a 6 foot oceanic with a sump and the grouper is not a panther it is called a white spotted grouper

Well,
since you've got a spotted grouper you should be ok - it's going to eat some of those other fish when it gets big enough
a 150G provides a lot of options and yes, you should be able to put an emperator Angel with the group.
I still suggest you remove the spotted Grouper. If nothing else, it'll start chasing the other fish.
