How much light for a depth of 14" and 5"

I am in the process of putting together my saltwater pond, and am looking into lights. https://forums.saltwaterfish.com/t/243254/looking-to-setup-a-reef-store-in-lima-ohio-any-interest
The main part is 110 gallons but I probably have about 75 gallons in the pond. The water is at most 14" deep. The upper parts are 26 gallons each and the water is 5" at most. The large pond is 48" wide and about 32 deep. The upper ponds are about the same with a brace in the middle.
How much wattage should I put over these? I want to be able to grow just about anything in the pond.
Would a PC fixture over the shallow pond be ok? I was thinking about 2-4 40watt bulbs.
Over the big pond I was thinking about either a 250mh or a 400w mh bulb.

i thing t-5s will be a good idea cause that showlo of water the mh would heat it up pretty good, and mh are like spot lights, and t-5s will cover the whole surface less wattage for the same result and less heat
