How much light to leave on?

So, my tank is up and running and I had a question about the 4x65 light. Should the sunlight and actinic lighting be on at the same time, different periods or etc? Obviously I know when the moon lighting goes on.
Also, when would you suggest I put in a cleaner crew. I wanted to wait another 2 weeks, just to not overload the tank too soon.

i have always run mine at the same time, i would have the atinics come on first for about an hour then all of them, and thesame at night have the whites go off and just have the blues on for about and hour...hth
