How much water?

Do you guys fill your tank all the way to the top? If you have a 75 gallon tank do you fill it up with 75 gallons of water or 73 gallons of water? I have an experimental 15 gallon tank that I am working with. If I fill it up with 15 gallons of water it is going to be near the rim of the top of the tank. I already haver 13 gallons in it and it appears to be about right. It could be difficult putting your hand in to get something out or put something in. The water could overflow. Just wondering what you guys do.

You generally fill it to the top, but you do need to consider , water displacement from putting your hands in the tank. I actually fill mine so that my Biowheel dosen't make so much noise, i am sure that if you have a wave maker you need to leave room for it to work without spalshing out of the tank.
SO everyone has a differnt setup and would need to adjust water level accordingly.
