how to prevent diseases.

i have a 72g tank with a niger and humu humu trigger in it. i put both of them on the tank at the same time and every once in a wile i see the humu humu scraching it self against the rocks. i don't see any sings of disease right now and i want to know what is the best way to prevent diseases. also i don't want to add any treatments that'll harm corals because i'll be getting a bigger tank and this one is going to become a reef.

You must be very new to the fish hobby. Quarantine mean that when you first acquire a new fish, you keep it in a separate "quarantine" tank for a few wks to ensure that this is healthy before introducing the fish to your main tank. This prevents infecting your main tank with a contagious disease brought in by a new fish.
Now as to your immediate problem. I would suggest that you start feeding your fish garlic soaked food. The fish you have are showing preliminary signs of a disease process---most likely ick. You may, perhaps, be able to nip the problem now if you feed them with garlic soaked food. Otherwise, if they break out with a full blown disease, you will have to treat them.
