I have a canopy with half of the back open. I have a fan pulling air out up top in the back. I have 2 fans I am looking to mount to blow across/on the water. Unsure where or how to mount them, as well as what angle to mount them.

I have the exact same type of canopy.
I took some pictures...
I mounted my fans at an angle facing inward. One one the right front and the other on the left back...Kitty corner..the one on the front blowing over the water, the one in the back pulling hot air out.
I also put some glass panels between the water and the MH bulbs..leaving the rest of the top open. I had a tiny splash and it burst my new $70.00 bulb, I have to keep the salt creep clear on hem but it worked. see by your pictures that your bulbs are exposed just like mine.

For the back fan I made a picture using yours...attach at an angle, the Xs mark where to put screws..mine is on the opposit side shown in your pic so I put an arrow.
I posted a picture of te back of mine, but you can't really see it. So I thought doing it this way might help.

I see what you are talking about in angling it. But I already have a fan in the center of the canopy blowing outwards. Using 2 just in case one breaks/fries, etc. I guess what I am asking is, does it much matter on the angle or the amount of air movement?

The positioning of the fans matters somewhat, but not a whole lot provided you have sufficient airflow.
I'd mount them on each end of the canopy (sides), blowing in. That'll quickly displace the heated air from the halides and push it out the rear.

+1 ....

My ice caps are loud, they rattle all day long. I am really tempted to just get some clip ons for the back and turn the dang things off altogether.

your brave having the coralife super skimmer as a HOB, you may wind up regretting that eventually. they are notorious for overflowing and pumping many gallons of water out of a tank when set up like that. an in sump set up so any overflow goes back into the sump is safer.
