Is it ok to use a canister filter for a HT?
Do canister filters "cycle" as no air get in them?

Do you mean using a canister as a filter for a HT? Yes. And, yes their outlet drops filtered water on the surface of the water.

The outlet on my canister exits below the surface...Is that still ok?

Yes, that is fine. As long as you have good water movement at the surface, it is fine. You can either shorten the outlet for canister so that it is near the surface, or you can use powerheads near the water's surface to get things circulated.
