What did you use to measure specific gravity? If you used a swing arm hydrometer, then your reading is likely way off.
Hypo is not effective until ich have cycled into their "free-swimming" stage. By this time, most of the parasites will have dropped from the fish, but will be alive and well in the tank. Once they are free-swimming the hypo will become effective. That is why it is necessary to ensure that you achieve the precise 1.009 target before the ich gets into this stage.
