What is better for 125g 2 400w MH or 3 250w MH?

Depends on what you plan to do.. MH light an approx 2x2 area so with only 2 400s you are going to have a hella dark zone either in the middle or on the sides.. I would go with 3x250

You also need to think of the bracing on the top of the tank and if it will be in the way of a third light. Don't want the shadow or it to melt and give way!

Most 125's have the 3 open bays on the top is the reason for my answer of
3x250
