I need some protein skimmer help

About a week ago I got a clean up 75 protein skimmer. It has not made foam. Until today when I took out 3 gallons of water form my 29 gallon tank for a water change. The skimmer started making foam and working normaly. But when I added the water back the foam production stopped. What should I do?

Adjust water outlet by closing it some. It is very important to do this in small moves so not to overflow the skimmer cup and food the floor....
If possible I would try and put some kind of tub around or under the skimmer to catch any overflow that may happen.

The water line is above were it is supposed to be even when water outlet is fully open could this be part of the problem

Hi and welcome to the site,
The water line could be the problem, can you raise the skimmer up a little? How much you have the air valve open could be a reason too, tweak it until you see foam just starting to go up the center cone, and leave it alone but watch it for a day to let it adjust and hopefully not overflow, so do keep an eye on it.
