I think that my new puffer got sick PLEASE HELP!!!!!

I bought two fish today...flame angel and a baby puffer....they are soooo cute ...but now when I look at the puffer ...it got two white little fuzzy cotton balls on his head (but they are too symetrical) and one of those white fuzzy cotton ball on his fin...and looks like some more fuzzies grow on him...Can you please tell me if he is getting sick or something? And if he is...can you please tell me if I can give him some medicine?

i'm nt sure wexactly which puffer i is but it hs 2 spots on it's head an on on it's fin. I'm not sure if it's fuzzy or like little bubbles. There were no color changes and he seems pretty happy and moving around, but maybe a litle scared
