Ice Cap VHO Hoods

I am looking to purchase 4 x 72" w/ 2 x 430 Ballast 640 Watts lighting system that comes with fan, splash lens, polished aluminum reflector, IceCap ballast, and lamps (I believe they are 160W bulbs).
-- Can I place this type of VHO hood directly on the glasss of the tank?
-- I get to pick the bulbs that come with this and my choices are Actinic White, aqua sun and actninic 03. Any recommendations for which combination of lighting I should go with?
-- Will this be enough lighting for most hard corals and inverts? It is almost 4 w/g (I also have 160W NO which hangs above the tank)

That light set up will not be good enough for hard corals well at least sps. Like said above MH would be a much better choice.
